 <description>	&lt;p&gt;Indigenous leaders were expecting the Environment and Forestry Minister to announce the formation of the task force in a speech at the Nusantara Festival in Bali last week.&lt;/p&gt;

	&lt;p&gt;Instead, the minister asked for trust and patience while the government ‘harmonizes’ the proposal.&lt;/p&gt;

	&lt;p&gt;In a move likely to enrage environmental campaigners, &lt;span class=&quot;caps&quot;&gt;BHP&lt;/span&gt; Billiton quietly flagged on Wednesday that it would soon start production of coal at the Haju mine in Indonesian Borneo.&lt;/p&gt;

	&lt;p&gt;Haju will initially produce about 1 million tonnes of coal a year, which is pretty small compared to the coal mines &lt;span class=&quot;caps&quot;&gt;BHP&lt;/span&gt; already operates in Queensland.&lt;/p&gt;

	&lt;p&gt;The court decided to scrap the word “state” from Article 1 of the 1999 Forestry Law, which says “customary forests are state forests located in the areas of custom-based communities”.&lt;/p&gt;
